Tan Sri Dr Fong Chan Onn Chairman

Tan Sri Dr Fong Chan Onn was appointed as the Chairman of SEDA Malaysia on 1st September 2011.

Tan Sri Dr Fong Chan Onn is the Member of Parliament for Alor Gajah, Melaka – a post he has held since 1996 (formerly known as the Selandar contituency). He served as the Minister of Human Resources from December 1999 to March 2008. Prior to that, he was the Deputy Minister of Education from October 1990 till December 1999.

He is a senior member of the Malaysian Chinese Association (MCA) – the second largest party in the ruling Barisan Nasional coalition. Dr Fong also sat on the National Information Technology Council, the Cabinet Committee on National Competitiveness and the Cabinet Committee on Integrity In Government Management.

Dr Fong received his Doctorate in Operations Research/Industrial Economics and Masters degree in Business Administration from University of Rochester, New York. He obtained a First Class bachelor’s degree in Electrical Engineering from University of Canterbury, New Zealand.

Dr Fong began his career in the Civil Service in the Telecommunications Department Kuala Lumpur. He was Dean of the Faculty of Economics & Administration, University of Malaya in 1990. Prior to this, he was the Japan Foundation Fellow, Institute of Development Economies, Tokyo (1979) and a Fulbright Exchange Professor, Stanford University (1980). Dr Fong has also written several books and published numerous articles in international journals or chapters in books.
 

Dato’ Mohd Salleh Bin Mahmud Member of Authority

Y. Bhg. Dato’ Mohd Salleh bin Mahmud was appointed as a Member of SEDA Malaysia on 1st September 2011.

Y. Bhg. Dato’ Mohd Salleh graduated with a Bachelor of Economics Degree in Accounting in 1975. He obtained his Masters in Business Administration from University Kebangsaan Malaysia.

He started his career in 1976 in the Foreign Investment Committee, Economic Planning Unit of Prime Minister's Department before being transferred to Telekom Department in year 1980 as a Senior Accountant. He was made a Director of Pensions Division, Public Services Department in 1991. Y. Bhg. Dato’ Mohd Salleh was later appointed to be the Deputy Accountant General (Operations) from 1996 till March 2000, Deputy Accountant General (Management) from April 2000 till March 2005 before being appointed as Accountant General of Malaysia in March 2005. In February 2009, Y. Bhg. Dato’ Mohd Salleh was conferred honorary membership of CPA Australia.
 

Datuk Loo Took Gee Member of Authority

Datuk Loo Took Gee is currently the Secretary General of the Ministry of Energy, Green Technology, and Water.  Prior to her appointment as the Secretary General, she was the Deputy Secretary General (Energy) since April 2007.  Presently, her responsibilities include planning, developing and formulating strategic and innovative policies for the energy, green technology and water sectors of the country, including the determination of electricity tariffs and managing funds allocation from Malaysian Electricity Supply Industries Trust Account (AAIBE).

Datuk Loo Took Gee holds a Bachelor Degree in Arts (Hons.) from University of Malaya in 1978 and expanded her qualification in Public Administration, obtaining a Diploma from the National Institute of Public Administration in 1979. She completed her Masters Degree in Policy Science in Saitama University, Japan in 1990. She attended the Economic Regulation of Infrastructure Training Program conducted by the East Asia and Pacific Infrastructure Regulator Forum (EAPIRF) World Bank held in Cairns, Australia in 2008. Datuk Loo Took Gee also sits as a board member in the Energy Commission (ST).

Dr. Pola Singh Member of Authority

Dr Pola Singh was appointed as a Member of SEDA Malaysia on 1st September 2011. He was the Director General of the Maritime Institute of Malaysia (MIMA) until end of July 2011.

Dr Pola Singh has vast experience in energy-related fields. He was the consultant to several of DANCED-funded energy projects such as the Ramboll’s project from 2000 to 2002 and Dansk Energi Management from 1999 to 2000. Dr Pola Singh was also the Deputy Director of Energy Section, Economic Planning Unit from 1995 to 1998. At the international front, Dr Pola Singh was the Head of the Initiative for ASEAN Integration Unit at the ASEAN Secretariat, an international organisation servicing the needs of the ten member countries of South East Asia from 2002 to 2006.

Dr Pola Singh graduated in Applied Economics from the University of Malaya in 1972. In 1983, he earned his MBA in Transportation from the University of Alabama and his PhD in Marketing from the University of Alabama, USA in 1992.
 

Dato’ Kok Soo Chon Member of Authority

Y. Bhg. Dato’ Kok Soo Chon was appointed as a Member of SEDA Malaysia on 1st September 2011.

Since 1974, Dato' Kok held a number of key posts within Jabatan Kerja Raya as an electrical engineer and in 1990, Dato' Kok was seconded to the Department of Electricity Supply (JBE, now Suruhanjaya Tenaga) as the Director of Northern Region (Perak, Penang, Kedah & Perlis). In 1992, he assumed the post of Director of Operations, JBE Headquarters where he was responsible for the drafting and enactment of the Electricity Regulations 1993 and also the Grid Code.
 
Dato'  Kok was appointed in 1999 as the Director General of Civil Aviation Malaysia and he was responsible for formulating the draft legislation and framework for the establishment of a civil aviation authority, the aerodrome certification of all six international airports in his country and the ISO 9000 certification for the department.
 
Dato' Kok graduated with a degree in electrical engineering from the University of Malaya in 1974 and is a Professional Engineer (P Eng) registered with the Board of Engineers (BEM), Malaysia. Dato' Kok also obtained his LLB (Hons) from University of London in 1990 and holds a Certificate of Legal Practice (CLP), Malaysia.

Dr. Kamariah Binti Noruddin Member of Authority

Dr. Kamariah Binti Noruddin was appointed as a Member of SEDA Malaysia on 1st September 2011. Dr Kamariah is currently the Director (Energy Section) in the Economic Planning Unit (EPU) of the Prime Minister’s Department Malaysia. She has been with the EPU since 2006 serving also in the National Implementation Task Force (NITF) and the Human Capital for K-Economy (Malaysian Development Institute). Prior to EPU, Dr Kamariah was with INTAN from 1999 to 2001 and MAMPU from 1991 to 1999.

As a Director of Energy Section in EPU, Dr Kamariah is familiar with energy issues and has spearheaded energy-related researches such as the system dynamic modelling for policy analysis threshold 21, a study on solar hybrid system for rural electrification programmes in Malaysia and a study on decarbonization of Putrajaya, and a road map towards becoming a green, smart and connected city.

Dr Kamariah graduated in Master of Arts in Economic Development and Policy Analysis from the University of Nottingham, England in 1991 and Doctorate in Business Management from Universiti Teknologi MARA in 2006.
